The Strategy Room

The Strategy Room is the central command hub of the XCOM franchise, the physical (or semi-physical) space where the player assumes the role of the Director and makes the high-level decisions that shape the campaign. It is the nexus of the Strategy Phase: from here the player allocates resources, directs research and production, reviews intelligence, and surveys the global map for enemy activity before committing soldiers to tactical operations.

Lore & Background

In XCOM: Enemy Unknown, the Strategy Room occupies a large chamber deep within the underground facility. A massive physical globe sits at the center of a broad table, its surface dotted with glowing markers that shift as alien activity surges across the continents. Surrounding the table are banks of monitors, communication consoles, and workstations where officers, scientists, and medics go about their duties in the background. The room is lit in cool blues and ambers, and the hum of servers and the murmur of staff underscore the weight of every decision made here. It is, in narrative terms, the last organized human bastion of strategic thought against the alien occupation.

In Their Own Story

The overhead fluorescents buzz. You pull up a chair at the edge of the table, your coffee already cold, and turn the globe slowly with one finger. Three red markers pulse over the Pacific. Two over the Atlantic. The intel officer is already talking, voice tight, reading off the latest satellite pass. You don't answer. You keep turning the globe, watching the markers, doing the arithmetic in your head—how many soldiers you can spare, how many you can't afford to lose, how many days until the next wave hits. The room is quiet except for the hum of the servers and the soft clatter of keyboards. Somewhere below, a squad is already lacing up their boots. You tap the console. "Send them in."

FIELD REPORT — THE STRATEGY ROOM

Physical layout: In XCOM: Enemy Unknown the room is a wide, low-ceilinged chamber. A large physical globe rests on a central table. Perimeter walls hold rows of monitors, a communications desk, and open workstations where background NPCs (officers, researchers, medics) move about. In XCOM 2 the space is narrower, more industrial, with holographic projections replacing the physical globe and the overall palette shifting to colder, more utilitarian tones consistent with the Adversary base. Gameplay role: The Strategy Room is the exclusive interface for the Strategy Phase. From here the player accesses the Global Map (enemy activity, UFO sightings, alien bases), the Base Layout (building facilities, assigning staff), Research and Production queues, the Personnel roster, and the Intel/Comms feeds. No tactical combat occurs here; it is purely the planning and resource-allocation layer. Time advances in discrete turns, and every action taken in the room consumes a portion of the turn or requires a full turn to resolve. Narrative weight: The room is the player's proxy for the entire XCOM organization. It is where the story's macro-level tension lives—budget shortfalls, research breakthroughs, the slow escalation of enemy pressure—contrasted with the micro-level tension of the tactical maps. Losing soldiers in the field is felt most acutely when you return to the Strategy Room and see the roster shrink. Presentation shift: The 1994–1997 titles rendered the strategy layer as 2D menus with no distinct room. Enemy Unknown introduced the physical, walkable-feeling room with a 3D globe and ambient staff. XCOM 2 retained the concept but made it more holographic and mobile, tying the room's availability to the Adversary's position. The core interaction model—turn-based resource management around a world map—has remained consistent throughout.
